We are experts in completing Pre-Start Health & Safety Reviews as required by Section 7 of O.Reg 851. Founding Principal Danny Marmora has personally completed close to 1,000 application reviews ranging from stamping presses, pharma application, injection molding & die casting machines, robot cells, industrial ovens, food, dairy, bread and confectionary preparation, metal cutting and specialty equipment reviews.

Similar to a Pre-Start Health & Safety Review in concept, but done at the “paper” or preliminary design stage, in essence, the Design Review identifies potential non-compliances before the designs are finalized and released for manufacture. Design Review’s focus on physical and interlocked guarding and protective systems. When timelines can afford it, the Design Review is a very effective tool at uncovering and mitigating non-compliances before equipment or processes are built or specified.

Working with your purchasing department / contract group and or potential vendors directly to clearly identify and state what specific applicable Canadian and / or US and / or International Standards new equipment being manufactured or upgraded must meet to satisfy the clients’ contractual requirements for equipment / process safety. A failure on the vendor’s end to satisfy the purchase specification is a potential breach of the contract.

Normally required and tied into PSR Triggers #1, 4, 5 and 6, hazardous area classifications are also specified and a Regulatory compliance requirement in the Ontario Electrical Safety Code and referenced in the Ontario Fire Code. Marmora Consulting has completed many classifications for flammable gas and liquid applications, explosive dust atmospheres and hybrid (flammable gas / liquid and dust), applications.

The Ontario Fire Code outlines the minimum requirements that the owner of an existing building is responsible for carrying out. Marmora Consulting provides Fire Code inspections to review and comment on compliance with the provisions of the Fire Code for the purposes of due diligence, pre-lease / pre-purchase, building renovation, etc. The intent of these inspections is to identify areas / components of an existing building that are required to be upgraded or repaired in order to maintain what is deemed the minimum level of safety for occupants. Such items of concern include fire separations / compartments, means of egress / access to exits, fire alarms and fire suppression systems.

Hazards process / complex risk reviews require special consideration to safeguard workers’ lives and physical property. These applications are normally “complex” in nature, meaning that not only a single large risk is to be evaluated and mitigated properly, but multiple contributing factors could excite that risk leading to loss. Further, in these special cases, multiple legislative requirements overlap or compete for compliance dominance.

Marmora Consulting has specialized over the years in analyzing these hazards with respect to Ontario Building Code, Electrical Code, Fire Code (specifically Parts 4 & 5), Ontario Occupational Health and Safety Act and various National Fire Protection Association and other recognized industry standards deemed “good engineering practice”. Risk engineering is the discipline of applying well founded scientific analysis and practices to the recognition and qualification of a risk or group of risks aiding in a selection process or decision. Risk analysis is the evaluation and mitigation of the selected risk prior to its implementation. Working closely with our clients as the pre-selection stage for equipment and process evaluation, we have added value to the selection process through our knowledge and understanding of the associated machinery and process risks as they relate to Regulatory, Code and Standards compliance. Regulatory compliance is not an option, it is the law. Whether it be Fire Code considerations because of the addition of a hazardous process or an OHSA review due to a major upgrade within the plant, the potential cost of unrecognized and unmitigated risks today is too great. Marmora Consulting has successfully completed many single scope / multiple scope audits (i.e. Fire Code and / or OHSA and / or Electrical Code, / Building Code, etc.). A Trigger #1, 4, 5 & 6 PSHSR would be considered incomplete without a Regulatory assessment being done as well.

In 2005 the definition of a “confined space” was reviewed and revised in Ontario. Under O.Reg. 632/05, the revised confined space definition changed a number of the existing Regulations already referencing confined spaces. Using the Ministry of Labour “Confined Space Guidelines”, Marmora Consulting has helped many organizations assess their current “confined spaces” for compliance to the new Regulation.

When an employee complains, or the Ministry of Labour completes an inspection and Orders are issued, a competent interpretation of the Order’s is required. The complexity or Order compliance reporting depends on what exactly the Ministry of Labour has asked. Marmora Consulting has successfully been retained by many clients not only as the “knowledgeable person” or “engineer” the MOL requires, but has acted as the client’s liaison with the MOL on the technical / engineering / Regulatory aspects of the Orders.
